Project Monitoring

DPH provides Project Monitoring primarily to analyze and identify any apparent risks associated with a construction project that can impact the Contractor in meeting their contractual obligation. DPH implements a "boots on the ground" approach where engineers with over thirty years in construction management and inspection Trades experience periodically meet on-site with the contractor's field Supervisors and Project Managers to conduct a field audit and inspection. Detailed information is obtained relating to the status of actual work in place, percent of contract value billed, compliance with the latest schedule & milestones, and the overall quality of work.

The Project Monitoring process emphasizes to:

  • Analyze and verify whether the contractor's work items billed reasonably match the actual work observed in place to date. Identify and flag any substantial discrepancies.
  • Analyze the progress of work completed against the latest formal contract schedule. Identify and flag any substantial delays that may be due to the Contractor's performance.
  • Inspect quality of work and project safety. Identify any issues that the Engineer of Record and/or Owner have related to the contractor's quality of work or statements of non-acceptance of work.

Upon completion of each project inspection, a detailed report of the audit findings is created. Any Risks that can potentially impact the contractor's performance to complete their contractual obligation are identified in the report. DPH provides a recommended course of Contractor action to mitigate these risks, depending on the probability of their occurrence and the severity of the risk.
